Officer Who Shot Suspect Is Firearms Expert
KILLEEN, Texas — The police officer who brought down a gunman after he went on a shooting rampage at the Fort Hood Army base was on the way to have her car repaired when she heard a report over a police radio that someone was shooting people in a center where soldiers are processed before they are deployed abroad, authorities said on Friday.

As she pulled up to the center, the officer, Kimberly Munley, spotted the gunman, Maj. Nidal Malik Hasan, brandishing a pistol and chasing a wounded soldier outside the building, said Chuck Medley, the director of emergency services at the base.

Sergeant Munley bolted from her car and shot at Major Hasan. He turned toward her and began to fire. She ran toward him, continuing to fire, and both she and the gunmen went down with several bullet wounds, Mr. Medley said.

Whether Sergeant Munley was solely responsible for taking down Major Hassan or whether he was also hit by gunfire from another responder is still unclear, but she was the first to fire at him.

Sergeant Munley, who is 34, is an expert in firearms and a member of the SWAT team for the civilian police department on the base, officials said.

She received two wounds in each thigh and one to her right wrist. The base’s fire chief applied torniquets to stop her bleeding, and she was taken to a hospital that the officials did not identify, where she was reported in stable condition on Tuesday

Sergeant Munley joined the police force on the sprawling base in January 2008 after a career in the Army. Mr. Medley described her as highly trained, and said she had received specific training in a tactic called active shooter protocol, which was intended for the kind of situation she encountered on Thursday.

Typically the only people armed would be the MPs, military police, and the Post Police, which are civilians (since the military isn't allowed to do civilian law enforcement on US soil). Other than that, armed persons are not allowed on military bases or any other DOD facility, for fairly obvious security reasons. In that way it would be a considerably more restricted zone than the general population, where roughly 4 out of every 100 people has a concealed carry permit. As it happens, it was an off-duty Post Police officer who was the first one to engage Hasan.

It's silly for people to think of a military base as thousands of soldiers all geared up for combat and waiting for hostiles. That might be true over in the Green Zone, but not here in the US.

was one of the lessons that came from Columbine. When the SWAT teams held back, they possibly allowed some people to die. The coach bled out in the time while nobody came.

They train officers now to go towards the shooter. If there are several officers, they are trained to go in with groups of 4 in a diamond position. That is one variation.

They have learned that lives will be saved by stopping the shooting immediately instead of setting up a perimeter and waiting. That may seem like common sense, but before Columbine it wasn't protocol. Shooters like the ones at Columbine and Fort Hood act in a completely different manner.

To head towards someone who you can see shooting and then turn to shoot at you is incredibly brave. People always think they will respond correctly in such situations, but I don't think anyubody ever knows until they are in the middle of one.

That policy cost several lives at Columbine; it was finally recognized that giving the murderers a secured zone to kill everyone they wanted until they either got tired of killing, ran out of ammunition, or ran out of victims was a REALLY stupid idea. First responders aim at stopping the shooting first. They will ignore even a mortally wounded child or other person and head to stop the rampage. They are supposed to assume a diamond formation in approaching the gun welder using flanking and direct confrontation to neutralize the person or persons.

If there is one officer, the protocol still calls for them to assault in the direction of the shooting. This is the immediate response too in a military ambush which calls for those ambushed and in a 'kill zone' to assault in the direction of the ambush.
